CAP performs Air Force Assigned missions in accordance with public law, implementing DoD and Air Force policies, directives, and instructions. CAP also performs corporate missions that do not meet the criteria for Air Force Assigned Mission (AFAM) status but do fall under one of the corporate objectives. CAP, with the concurrence of the USAF, established the National Operations Center (CAPNOC) to serve as the single resource for coordinating mission approvals, assisting customers in accessing CAP support, and documenting and reporting of both Air Force Assigned Missions and CAP corporate missions. The policy letter " Role and Authority of CAP National Operations Center--22 August 2003" can be viewed here.
NOC Update (.ppt)--1 October 2005
1. As of 1 October, 2005 the automated mission approval module in WMIRS is the primary method of coordinating CAP corporate and Air Force Assigned missions. Your wing leadership should be able to assign permissions to this module. If you experience problems please email the Ops Center.
2. All CAP Air Force Assigned missions are now included in twice weekly briefings to the First Air Force Commander. Please update sortie times and costs in WMIRS (https://ntc.cap.af.mil/login.htm) as soon as practical on mission closeout so these missions can be accurately reported.
3. Requests for ongoing or continuing support will need to be remade each fiscal year. If your customers plan to use CAP in operations in October of a fiscal year, they need to make the request appropriately in advance. If no operations are planned until later in a FY they may keep their requests until CAP resources are needed.
4. CAP flights or exercises scheduled within a TFR or near sensitive areas (which may or may not be within a TFR) such as nuclear power plants, large dams, etc. need to be broadcast to the NOC at least one week in advance using the Airspace Notification Form or e-mail the appropriate information to the OPS Center. Please note that this notification does not constitute clearance into any TFR nor does it grant any permissions to deviate from required FAA procedure.
